How do manufacturers limit FPS/FPE for Canada and UK?

Manufacturers in the UK limit the FPS/FPE power of a gun by putting a weaker spring in a spring gun and by adjusting the power of a PCP down. PCPs power can be very easily adjusted, some have to be done internally, but some can be done much more easily. In Canada this would be done the same way, but for manufacturers like Crosman they put in a Velocity limiting value, which will not allowing the gun to pass 500 FPS, even if you over pump it, it will just release all the air out of the gun if it is going over the set value pressure.
